Agree that the installation of gas meters is difficult to fit into the budget of an elderly person if he lives only on retirement. And it would be nice to minimize these costs or even do without them. Free installation of gas meters for pensioners could solve this problem.

Regulatory framework for preferential installation
In accordance with the Law “On Energy Saving”, gas meters (or meters) must be equipped with all residential premises in which gas is used. This regulatory document entered into force in 2015.

- article No. 158 of the LC RF, which states that the homeowner must independently bear all the costs of maintaining the premises in an apartment building;
- Government Decision No. 354, justifying the procedure for calculating the installation and verification of meters, as well as describing the reasons why the device is considered unsuitable for subsequent operation;
- Government Decision No. 797;
- Government Decision No. 456;

Based on the provisions of these regulations, property owners must independently take care of installing gas meters.
If the owners or responsible tenants of the dwelling have not supplied them on their own, the services with which a contract has been concluded for servicing equipment and supplying gas, they are forced to be installed. This right of gas supply organizations is enshrined in law.

Who can count on benefits?

Compensation for installation is paid not to all pensioners, but only to those who belong to the following categories:
- unemployed old age pensioners;
- participants and war veterans;
- disabled people of the first and second group;
- veterans of labor and WWII;

- general passport;
- pensioner's ID;
- certificate of family composition;
- registration certificate for the apartment;
- income statement;
- certificate of absence of debts on housing and communal services;
- technical documentation for installed gas equipment (it is needed to calculate the throughput of existing devices);
- documents confirming the authority of the person, if the application was not filed by the owner of the real estate.
In addition to these papers, you must provide a certificate confirming the ownership of the real estate, or an extract of the USRN. It can be taken at any center of public services “My Documents”, at the Rosreestr branch (but now these offices are few) or on the official Rosreestr website online.

Together with these documents, as well as papers that confirm the right to benefits, a pensioner must come to the social security department of his area.

There he writes an application for compensation for the installation of a gas meter and encloses copies of all necessary documents. You will also need to indicate the account number in a Russian bank for transfers.
